Camp Pendleton is accessible for fishing or diving! No need to punish us! Besides, because it is restricted most of the time due to military training, it already has a very large fish population. So need to make that a reserve.
What about polution from us? I'm sure we are driving fish further into the depths or killing them. We need to look at this problem as well. I see it all the time on the news, sewage spills into the oceans, what is being done to prevent this!
