While I wish we could ban people from the board like "Smiley Face", email registration would do nothing to solve this problem. One can set up a free email account with any number of services and still use a fake name.
Requiring email registration will do nothing to stop those that such a system would intend to stop. Its like locks on cars and doors. It only keeps out the honest folks. If they want to cause trouble they will find a way.
