Perhaps that's it. I usually associate Santa Ana winds with cold, clear water. The poor visibility was not due to plankton as that is a near surface phenomenon during the day. One diver described the bottom layer as vasoline. It does appear to be suspended sediment of an unusual type and very long lasting.
