There seems to be a lot of debate as to what the law specifies. I do know that CA Fish and Game provides what they call "seal charges" to try to control seals. They are explosive devices that attempt to frighten seals away from the boats. That seems consistant with the rubber bullet approach.
On the other side of the case, the MMPA has simply provided an enviornment that has resulted in overpopulation of sea lions and seals. The net result is that the are meeting an early demise due to desease and starvation because of bad legislation. A much worse state of affairs than if we were to allow nature to take it's course.
You might want to think about the current state of affairs before you support more "feel good" legislation. It seems that every time we interfere with nature, we screw it up.
