In Orange County I know of 2 areas where you can't take lobster.
Dana Point--the area in front of the marine institute (all the way from the tip of the point south to where the breakwater makes a turn)
Laguna Beach--from Diver's Cove south to the northern part of Main Beach.
In both of these locations you'll see commercial lobster traps, but none for us.
There are numerous other reserves in OC where you CAN take lobster and certain gamefish (such as most of Laguna outside of the area listed above).
