Your idea of closing these new MLPAs to diving is foolish. If all you are putting forward is anecdotal, then consider this:
We don't have slow growing hard corals (except in very limited and remote areas). These corals are about the only thing I can imagine being harmed by divers. All you have to do is go in Shaw's Cove and see all the critters there despite the hoards of newbie divers doing thier best to knock the hell out of anything in thier path.

The only real advantage I can see to closing these new MLPAs to diving is in enforcement. Blocking these sites to all activity would make it easier for the DFG to enforce. But, from what I've seen of the DFG, they are so hopelessly backwards that they could take lessons from the DMV.
