As long as they are allowed to take 98%+ of the take, all else pales in comarison.

Here is a loose example: Say you have a huge farm with hundreds of thousands of free-roaming livestock.
Every week, you loose 100 sheep to the predators. The Wolves take 98 of your sheep (and there are a few of them), while ALL Coyotes COMBINED (and there are many many of them) take 2 of them altogether.

Would you fence off some of the land to keep both coyotes and wolves out? or will it be better to 'eliminate' or trap (or whatever) the wolves to keep them from taking 98 animals? Why would you even waste any resources on the coyotes when you have a wolve problem?
