Dropping the hook IN the kelp forest is dumb, and
and even the densest of captains figures out that
even if it doesn't get stuck in the rocks it will
get caught in the kelp on the way up. The right
place to anchor is just outside the kelp, very
preferably in sand.
A photographer who kneels on the reef is an
incompetant diver.
Lost gear is rare.
There's several orders of magnitude difference
between the impact of the hunter and the impact
of a sightseer. Eliminate the high impact hunter.
