Purposes are what you want them to be and are best in the public domain when they are multi-purpose and allow for multiple usage. That's called the reality of resourse husbandry. What's your purpose?
Let me make it clear based on an expert opinion and detailed long term observation. Anchoring and anchor chains do not do significant damage to the reefs. Sight seeing and photo divers have negligable effect. Hunters have a huge local effect and commercial harvesters have a huge local and/or widespread effect. There is no other effect like them.... Well maybe pollution, but...
And nobody, not you or Kane, has ever told me what a helicopter gyro effect is.
I can give you a detailed specie by specie effect of local reef harvesting, urchins first since they are the most important. Can you give anything discernable as an intelligent comment on the topic?
