I am not so sure. I do not know if he was solo diving, but he cetainly was alone at the surface. If the cause of death was asphixia, this could have been prevented with simple stuff like rolling him over and allowing him to breathe while unconscience or by rescue breathing. If the heart stopped pumping properly, he would still probably have died before he could have gotten to the boat deck for CPR.

As a solo diver, I realize that I usually have increased risks over a diver who takes a backup person along. In an underwater medical emergency, a buddy should be able to greatly improve my chances of survival. But even greatly improved, they would still be marginal. I have great sympathy for his family.
