I agree, the LA Zoo has always been a sorry place. It was a sorry place when I first visited it fourty years ago, and has improved little since.
When I choose to visit a zoo I prefer the San Diego Zoo. I have never seen another zoo anywhere in the world as nice.
I have not been to the Aquarium of the Pacific for several years, however when I was last there I only thought is just ok. The best aquarium I have been to is the Monterey Bay Aquarium. A close second is the small, but very well done Birch Aquarium at Scripps in San Diego.
