Remove your head from your nether orifice. Ray screwed the pooch. He and his crew (obviously)NEVER VERIFIED the roll; The captain (and crew) is responsible for the safety of all the passengers; this time, not all the passengers were safe, ipso facto, Capt. Ray is finally and ultimately responsible for the FUBAR.
Also, Ray's screw-up will inflict some hair-ball tag and bracelet scheme by the Coasties on all dive boats, because he couldn't do his job properly.
