What reason is there to have a DM on the boat?

I have been thinking about this for a few weeks now. We had a DM that would not jump into the water and help the divers because they were too far from the boat and he was afraid that he would cramp up if he jumped in to help them.
My question is very simple, why was he on the boat? I saw him on another boat this weekend.
