I think you are trying to help out, but I am not sure of that. You say you are a "Real Commercial" boat operator. You say you run a "real" commercial dive boat. Do you know, there is no such thing as a "SCUBA BOAT"? Under the Unites States Government, designated by the US Coast Guard, all "scuba boats" are in fact, "Commercial Passenger Vessels. There is no such thing as a "SCUBA BOAT".
Also, sir, there are no limits or boundaries of the dive flag. There is no 150 feet. Wish there was though.
The Coast Guard will not make a boundary. If they did, they would have to respond to it. What a concept.
Oh, by the way, the Coast Guard reads these posts on a regular basis. Do any of you think they might change things?
