How many traps and how many lobster are the commerical guys allowed to have and take ??

Last year I have seen thousands of traps at San Clemente Isand and even more along our shore.

Just at the breakwater alone, I have seen 700 or 800 traps some are spaced 50 ft. apart !! A person can't even drive a boat in that area at night.
