size limit enforcement question & suggestion

The regulations state that "The minimum size limit is 3¼ inches measured in a straight line on the mid-line of the back from the rear edge of the eye socket to the rear edge of the body shell." If this is true then a 3¼" thaat fits tightly over would be a legal lobster. However I have observed DFG wardens give other diver tickets for such lobsters. If the actual enforcment is going to be a ticket if the gauge goes over at all I beleive regulations need to reflect this.
Thus perhaps the regulations should read:
A 3¼ inche caliper gauge when placed in a straight line on the mid-line of the back from the rear edge of the eye socket to the rear edge of the body shell shall not fit over this area.
I think a change in the regulation wording would help becasue the presnt wording seems to cause confusion for both divers and some DFG wardens.
