Do you know why warm water tends to be more clear? Because it can't support disolved nutrients. There is no life in it. Coral is a thin veneer of life on rock. Cold water life is magnitudes denser. The life can get so thick that there is no visibility.
From your description, I must assume you are unfamiliar with California diving. You should get around it some. There is lots of great free diving and plenty of coves. There is almost no shore diving in Florida, but hundreds of miles of it in California plus the pristine Channel Islands.
