I took the liberty of contacting the co. since I too have their covg.... here is reply I got:
Jeff,
We are a normal business operating on normal business hours 8am to 5pm. If
he honestly tried to contact our office( V&B ) during business hours he
would have at least spoken with the receptionist. As far as PADI they are
quite easy to get ahold of as well (if you call during business hours).
The company we use for emergency service is called Assist America you may
look them up online at www.assistamerica.com they are a very creditable
company for this service. The numbers we provide on the back of your
insurance card are 24hour emergency numbers, they event accept collect
calls.
I am very sorry he had that expirience but I can assure you that is very
rare. If you have any other questions please don't hesitate to contact our
