Urchins, and I'm pretty sure sea cucumbers, can be taken commercially.
If taken by a commercial fisherman with appropriate licences, it
would be legal to swap to the OP for the offered fine dining.
If taken by a recreational fisherman, it would be illegal.

This would not be an effective forum for contacting commercial
fishermen. Either the OP didn't know the demographics here, or
was (perhaps unknowingly) attempting to entice a recreational
fisherman to joing him in breaking the law. Both would be guilty.
