A small but funny point that stuck in my memory when I was treated at the Playa del Carmen chamber a few years ago (which sounds like it's part of SSS).

When they were checking me in, they asked for my DAN insurance card, which I provided, and among other questions, they asked, "Which dive shop were you diving with?" I told them, but asked why they asked. "Well, it's fine because this shop is part of our network. If they weren't, we might have required a deposit from you."

Everything worked out fine -- DAN paid promptly -- so this must have been before this current tiff got started. But this question (and the idea that chamber facilities were part of 'networks' with shops) always seemed odd to me.
