Operating a boat would fall under peaceable assembly, so I would have to disagree with you there.

Just as the Constitution does not say specifcially we have a right to walk down the street we know that we in fact have such a right.

Sounds like the govemrent is using an excuse to try to fabricate a new tax scheme on boaters to pry even more $ from citizens so they can blow it on their pork projects, and the Coasties are trying to expand their powerbase.

The goverment coming up with new laws, new restrictions, more regulations and new tax schemes is rarely a good thing. That slippery slope could eventually apply to divers as well. The Coast Guard should stick to what they do best-rescuing people.
