Let's take for example what we thought about 10 years ago. Let's assume hypothetically a Capt. such as Tim was wiling to take a renegade diver such as me at the time, to Farnsworth, and let's further assume we decided to illegally drop a mooring line consistent with the protocols adopted in Cayman Islands. Even better this certain renegade diver was willing to bear all associated costs.

Let's further assume we did everything to protect the hydrocoral from anchor dropage, what precludes the recreational dive boat from beating the commercial operations to the mooring and disclosing the pinnacle and precluding the commercial dive boats from tying up?? To prevent that you need "permits" of some sort, which essentially means a govt. beauracy of some sort. While I think most commercial vesils wouldn't mind a "Farnsworth" permit with some associated fee, the fact of the matter is that once Govt. gets involved the entire operation will go FUBAR..
