Is there something about the Science Advisory Team Guidelines that make them a particular level of protection to aim for? Do they represent a "tipping point," for example, or a steep part of a curve, where protection suddenly results in geometrically larger benefit? In other words, is there something magic about achieving this specific level of protection? Or, at the end of the day, are they really more of an arbitrary set of levels that the Science Advisory Team felt was desirable?
