My understanding of their OW program is that the instructor can't flunk a student that can demonstrate all the required skills, yet scares the shit out of the instructor. This is in opposition to NAUI and I think YMCA where the many instructors applies the 'loved one' test (would I want a loved one to buddy with this person?).
Move forward to PADI and it's ridiculous 20 dive entry requirement. Does a PADI compliant shop *have* to allow in a candidate with 20 dives, or can they refuse until said person has a more reasonable 100 (or more) dives of experience?
