Matt,
When I plan on diving with a buddy, I will add an octopus to my rig.
I replace the longer hose that normally comes on the octopus with a standard short hose. This way the extra hose will not
become hung up.
I make the length of the bungee cord such that it just barely needs to stretch when going over my head. This way the octo
hands out of the way, but has enough slack to be placed easily into my mouth.
When I trim the bugee, which I buy off a bulk spool at the marine hardware store or Home Depot, I seal the ends from fraying
with a lighter, butane torch, or on a gas stove. Instead of tying a knot, I cinch the bungee in place with two nylon wire ties on
each end.
This method seems to work well for me. Is it the best? ... That is always open for debate as you know.
