You could have the greatest instructor in the world but he simply can't teach the nonsense that the organization is offering..

165' on air and saying that helium is bad for you is an organizational agency problem and it's irrelevant who the instructor is because the stupidity is coming from the head of the program...

You make an excellent point about the ascents and descents.. That simply is ignored in PADI training and as for tank boots, when using a AL tank can anyone please tell me what the hell a tank boot does??? I'll accept that when using steel I could see a reason for a boot, although I still don't use them, but when using AL it makes no sense whatsoever...
