As you said at the end of your post, it's the
Instructor that counts. I couldn't agree more.
As Padi Instructor, I am not aware that the
standarts for certification have been relaxed.
If anything, Padi has made scuba more accessible
to more people, but standards are still standards.
No completion of all skills, no certification.
I have refused to certify before, so it is the
instructor that counts.
It's true, Padi has 75 pct of certs worldwide and
it is not without a reason.
