Seems like a bit of overkill. I've done 3 dives there over two trips with a single underfilled HP100 and it doesn't strike me as being that different from any other 80ft pinnacle top dive. The clearer waters there makes navigation easier than the ones in Carmel most times.
Certainly people can to do get in trouble, but I think you're proposing to solve the problem with equipment rather than good diving practices.
