Unless they're planning on coming down to CA for something else, some of the best diving in the US is found in Washington state.
The variety of marine life exceeds that of California.
Water temps down in CA will still be cold, so finding warm water isn't going to be a factor.
The far northern CA coastline is also some of the most rugged in the US. Well worth the look, but easy dive spots are the exception rather than the rule.
