There are few boats in California that supply tanks. The Lois Ann in San Diego comes to mind. It is common knowledge to ask questions about gear when booking a spot. As for Pacific Wilderness, they are one of the most knowledgable and friendly dive shops I have ever heard of. May I suggest you stick to warm-water dive trips or go through Sport Chalet for you next local trip.
