Why? The reserves are only a fraction of a very large area.

The theory backing the reserves accomplishes the above goals. First by giving an area where fish can multiple and spread there abundance to other areas while protecting the existing species from take within that area. What concerns me is that these areas will be targeted and hammered constantly from rubberneckers or flash bulb shooting noisy bubble makers who will impede the overall goals and severely water down the success of the plan. The abundance of species will eventually spread about and we should be patient for that to happen and make the reserves truly "reserves". YMMV
