Unfortunately, there's so much political pressure against ANY changes in the status quo, that solutions tend to proceed at a glacial place. As I've said before, I do believe the reserves are an excellent first step, but we can't stop there. For instance, the by-catch quotas alone could wipe out a great deal of our rockfish stock, and nobody seems to understand that. And Brad is right about one thing, most of the gill net and long-line catch goes directly off shore - how is it we can stand by and watch our fish stocks degraded to the point of non-existance while other countries reap the benefits?
