This is a problem, and the fill operator has the final discretion. Putting the tank in water is not necessary, if you fill slow enough. If the tank is hot, yes it will cool back quite a bit. If you tell the person filling you would like a good fill, they should know how to do this without making you wait to long, otherwise leave the cylinder and come back for it. On HP tanks I use water, not the best solution but it works when you are busy. Filling HP tanks to 4000psi is not good practice, do some do it, yes actually quite a few. Depending on who the customer is has a lot to do with charging for topping off. If you do it for everyone you will lose money. Remember air fills are a customer service, you really do not make any money off of it.
