As a point of clarification, the boat limit regulation came out of a request by boat anglers before the Fish and Game Commission. The Commission told us (DFG) to propose boat limits for anglers in the ocean only. I asked about applying this to other groups (spearos included) and was told no. There were several reasons for this that included: those folks aren't here asking; boat limits on the ocean was a common, but illegal practice; and, that boat limits could be accomodated without additional impacts to the resource.
