To help you understand the reg's here is a post from the DFG online. Note that the 2006 reg's are a little clearer on what constitutes possession and measurement opertunities.

Spiny Lobster

The recreational fishery for spiny lobster (Panulirus interruptus) is open from October 1, 2005, through March 22, 2006. The following regulations apply:

Lobsters may only be taken by hoop net or by hand. Divers may not possess any hooked device while diving or attempting to dive for lobsters
Minimum size limit: 3 ¼ inches measured in a straight line on the midline of the back from the rear edge of the eye socket to the rear edge of the body shell. Click here to view a lobster measurement diagram
Any lobster may be brought to the surface of the water for the purpose of measuring, but no undersize lobster may be brought aboard any boat, placed in any type of receiver, kept on the person or retained in any person’s possession or under his direct control; all lobsters shall be measured immediately upon being brought to the surface of the water, and any undersize lobster shall be released immediately into the water.
Daily bag and possession limit is 7 lobsters
All persons while taking lobsters shall carry a device which is capable of accurately measuring the minimum legal size
Not more than 5 baited hoop nets may be fished by a person, not to exceed a total of 10 baited hoop nets fished from any vessel
Lobsters must be kept whole - it is illegal to possess on any boat or to bring ashore a lobster in such a condition that its size cannot be determined
