I've been on the Cat Express when it had to take severe evasive action to avoid a collision with a boating Nit Wit.

I remember last year when the Sea Bass had to avoid a cabin cruiser tooling along at top speed with no one in its wheelhouse.

I watched Kaya yell with the megaphone at boaters who continually drove up to the dive boat "for a close look" when there were divers in the water. She would point at the dive flag and they would photograph it.

I've listened to boats circle over my head when I'm on a dive near a dive boat flying a dive flag. I've hid under a rock fearing one would drop an anchor.

At the present state of no requirements for recreational boat owners it seems to me as though those with permits have to assume all of the responsibility for avoiding those that don't. It is only because the permit holders are so diligent that there haven't been more accidents - lives lost.
