I doubt the Aquarium had to pay the "government" a fine. As an accredited institution, the AOP is a member of the AZA, the American Zoo and Aquarium Association. Their mission statement is to "........establish, uphold, and raise the highest zoological and aquarium industry standards through self-evaluation, on-site inspection, and peer review."

I imagine there was a lengthy investigation after the first incident resulting in some disciplinary and corrective action, of which a fine was only a small part.

As for the two people who resigned, in my opinion they got off easy. They could have been summarily fired. Frankly, the AOP had no choice. This has the potential of being a huge public relations issue for the AOP, and I'm sure there'll be yet another major investigation. They simply can't let caretakers who were so apparently negligent stay under those circumstances.
