You will definitely see otters if you go kayaking along Cannery Row. Also sometimes it's possible to get quite close to them in the harbor or at Whaler's Cove in Point Lobos for land photography. It's not unusual to see them hanging out near K-Dock where the charter boats load. I doubt you'll be able to get close to one snorkelling or diving even if you tried (which you probably shouldn't). I've only seen them a few times while underwater. Very rarely one will come up to you during a dive and I did have one grab onto my leg once and start knawing on me. I didn't care for that actually; Sea Weasels have sharp little teeth! There was one for a while at the breakwater that had a bad habit of chewing on and puncturing dive floats but I haven't heard any recent accounts of otter vandalism.
