Probably some of the heavier cable and stainless steel leaders that the fisher-folk occasionally use would thwart scissors, but it would depend on the scissors. Some of the med scissors I've seen are stamped metal and not worth much. I've also seen some commercial pairs with serrated edges that could cut some cable and wire.
Typically you shouldn't encounter anything too bad away from the wreck environment. But, it never hurts to plan for the catastrophic even if it never occurs.
