Mike - since I 'trust' the diver to make the right choices
in the first place, I don't see any point in regulations.
That was your game. The question is: why even have the
regs at all if you're not going to trust them in the first
place, but once they're in the water will trust them to stick
to their word? I can ask you the same question: do you
trust them or not? Or are you just seeking the legal protection
given by them lying to you?

Unenforceable regs can lead to disrespect for them.

If the whole point is driving into their minds that this is
serious business, it can be achieved without codifying
required standards and practices.
