I haven't heard anything about restricting non-consumptive access to any of the proposed reserve areas. I really don't think that will happen, but if it does, all the better for the habitat.

One of the reasons that there is so much less kelp in So Cal in the last 20 years is NOT the elnino, but anchors and traps, etc pulling up the footings. (That is one thing that i am extremely mindful of) Unfortunately, many are oblivious to the kelp they destroy. I can't tell you how many times i have seen boats pull up a huge clump of kelp, cut it off and move on. It all adds up over time! It can take literally decades for kelp to grow new footings in the deeper water. I remember 30 years ago, Norm (of Norm's bait in Seal Beach) told me about a kelp machine that came by Sunset beach one afternoon in 57'. Here we are 45 years later and it has not grown back! Vital habitat is fragile.
