I didn't say all PWC drivers were idiots, but there's no question
in my mind that there's a measureable fraction that are. I've
darn near had one hit my boat because he simply wasn't paying
attention. Maybe it's the low entry cost, I dunno, but they are
definately part of the reason for pressure for boat operator
licenses.

Fortunately, we NorCal divers don't have to deal with them.
They've effectively been banned from the Monterey Bay National
Marine Sanctuary. There are a few areas where they are allowed,
but the areas aren't terribly sheltered, and they have to run
at idle for .8 nm out from the mouth of the harbor. I see about
two a year these days (other than the state lifeguards, who are
exempt).

We have Driver Licenses. We have Pilot's Licenses. Why not
Boat Operator Licenses?

SCUBA has avoided government regulation for two reasons:
1. We don't tend to kill other people.
2. The industry is self-regulating.
