It's the cities that must control their civic growth and keep it within constraints of their existing or future planned infrastructure. On a statewide basis I can see the ACOE building support to supply or off load the WWTP's, but not addressing and solving the civic problem in the first place. That’s what city planning commissions are designated to do.

No, in pointing out there is a problem you just incite bureaucracy at a level where it’s not needed. It just causes anxiety among those who really are not affected by the problem or it’s cause in the first place. Take it to the municipal level first and let the State regulate them. That's what they are hired to do. Leap frogging the issue just mucks up the resolution works.

This all sounds like something else that was discussed to death.
