I think he was okay in charging you for two fills...two tanks, two fills. I'm not aware of any shop that charges by volume. Ponys up to 30 cubic feet are free, the line has to be drawn somewhere though.. They still must hook the tanks up, etc. regardless of their size. $3 each...find another sport or go somewhere else. Regarding the low fills, I've had that happen even at "Dive Shops". Find a shop that YOU are happy with and your problems will go away.
