The closure is directed at anything that creates a disturbance at night. Including but not limited to: Lights on deck, fishing, diving, and excess noise (stereos on the boats etc). If approved, you would be limited to Frenchies and the Landing Cove at Anacapa and the ranger's landing area at Santa Barbara for night anchorage - period - with the above rules. All other areas on these two islands would be closed to night anchoring.

After a one year grace period the above rules would expire and a permit process would replace them. From what I understand, the permit process is so difficult that both islands would be effectively closed to night anchorage.
