California is one of only a few states that doesn't require one.
We would have, except the governor at the time (not Ahnold) vetoed
the bill. The testing in most states is rather simple (easier to
learn than what it takes to get a California Driver License.) The
test is generally NOT adminstered by the DMV. In many cases it can
be taken online.

And somebody asked about whether it will be required for PWCs.
Ans: you bet!
A. PWCs are legally inboard boats.
B. Idiot PWC drivers are one of the prime reasons for boater
licensing.
