It takes a lot of $$ to upgrade WWTPs, many are even below current standards/capacities the way it is.
Folks would holler bloody murder if their sewer rates quadrupled.
It'd help a lot if folks with sump pumps in their basements would pipe them outside to the lawn instead of into their basement drains.
Out here in CA it isn't as big a problem with the relatively low rainfall, but in rainier parts of the country the sump pumps cause big time trouble.
Biggest problem out here comes from the runaway population expansion overtaxing existing systems.
