Black Sea Bass with a spear

Who could we write to stop the spearfishing while on scuba at Catalina ? We saw a Black Sea Bass with a spear hanging from his belly at Catalina last week-end. His mate was following the wounded fish around with a sad look on her face. We tired to pull the shaft out but could not get close enough. Upon surfacing the people on the boat next to us were spearing little red fish like crazy. I asked them about the big fish but they didn't speak english. Called we tip but the woman said all of the wardens are busy and can't come out now. We need to stop this before everything is gone. Lets write some letters...
