Buddy Diving - Is three a crowd ?

I am going to get certified this summer and I have concerns about finding a buddy to dive with ... here's the big question ...
Why don't I ever see or hear about three buddies diving together ?

Is one on one ( two people ) the safest way to go ?

This site is great. I can't wait to get wet !
