ALL municipal WWTPs (waste water treatment plants) have a complete bypass system, whereby they can dump raw untreated sewage straight into whatever body of water they're discharging into.
During heavy rains a LOT of water winds up in the sewage system besides just what ya flush, overloading the WWTPs beyond capacity.
It's the municipal bypasses and storm drains that make the mischief, not boats 3+ miles offshore.
